As of October 9, the Tax Collector’s Office had reviewed 129,066 placard records, and 8,384 of them failed the final audit.

The review has already led to criminal charges. Findings sent to the Miami-Dade Sheriff’s Office helped produce 11 arrests under Operation Parking Denied, an investigation run by the Sheriff’s Public Corruption Section.

How the scheme worked

In Florida, a driver needs a disability certification signed by a licensed medical provider to get a placard. Investigators say brokers sold applicants ready-made certification forms with forged physician signatures. The buyers then took the paperwork to a tag agency and walked out with a genuine state-issued placard.

The price was low. According to Sheriff Rosie Cordero-Stutz, applicants paid a broker up to $200 for the fake medical paperwork. Several forms carried the signature of a doctor who had retired in 2020 and died in 2025.

One case shows how simple it was. A 30-year-old woman was arrested in August after deputies found her placard form had been “signed” by a doctor who died weeks before the date on the paperwork. According to the arrest report, she later admitted she was not disabled. She was charged with making a false statement on a permit application and uttering forged instruments.

“We checked”

Tax Collector Dariel Fernandez said the forgers had counted on nobody looking closely. “Someone believed nobody would check. We checked,” he said in an October 14 statement.

Fernandez framed the audit as a matter of access, not paperwork. Every fraudulent placard, he argued, can push a veteran, a cancer patient or a parent with a disabled child out of the space they need.

What the penalties are

Under Florida law, fraudulent use of a disabled parking permit can bring:

Up to one year in jail

A fine of up to $1,000

A ban of up to four years on getting a new permit

People whose placards are canceled receive an official notice and must surrender the permit immediately.

A new system to stop paper fraud

The county is also trying to close the loophole for good. Its new online platform, PERMiO, lets authorized medical providers submit disability certifications electronically. Officials say this makes it much harder to alter or invent a doctor’s signature on paper forms.

The investigation remains open, and authorities have said more arrests are expected.

Why it matters

Accessible parking only works if the people using it really need it. Each placard obtained with a forged signature takes a space away from a wheelchair user, an older adult who cannot walk far, or a family caring for a disabled child. Miami-Dade’s numbers suggest the problem is far larger than a few bad actors in a parking lot.

Sources

Miami-Dade Tax Collector statement, Oct 14, 2026

Local 10: MDSO makes 11 arrests connected with illegal handicapped placards

Local 10: Woman used dead doctor’s forged signature to get placard

NBC 6: Operation Parking Denied results in 11 arrests

Miami-Dade Tax Collector: audit and Florida penalties, Feb 2026

Some applications were “certified” by a physician who had already died.
