The Social Security Administration (SSA) has confirmed that it is completing the move away from paper checks during 2026, the final stage of a change ordered by Executive Order 14247, signed on March 25, 2025, which required federal payments to be made electronically from September 30, 2025. In a notice published on August 1, 2026, the agency said the transition is being finished this year and that hardship waivers issued by the Treasury remain available for people who genuinely cannot receive money electronically.

What replaces the envelope

An electronic payment reaches a beneficiary in one of two ways, and both deliver the money on the same date the check would have been dated.

  • Direct deposit into a bank or credit union account the beneficiary already holds. The payment posts to the account on the scheduled date rather than travelling through the mail.
  • A prepaid debit card account set up through the federal government’s card program, for people who do not have or do not want a bank account. The benefit is loaded onto the card each month and can be spent or withdrawn like any other card balance.

That is to say, the choice is between an account someone already has and an account the government provides. Neither option changes the amount of the benefit, the birth-date payment schedule, or the rule that a payment due on a weekend or federal holiday arrives on the preceding business day.

What a hardship waiver actually is

A hardship waiver is not a way to opt out because paper is preferred. It is a narrow exception, granted by the Treasury, for beneficiaries whose circumstances make electronic payment genuinely unworkable — the kind of situation where neither a bank account nor a prepaid card is a realistic route to the money. Everyone else is expected to convert.

It is worth remembering why the deadline exists at all. A mailed check has to be printed, posted and then physically deposited, and it can be lost or stolen in transit, at which point the beneficiary waits for a replacement. An electronic payment removes that gap between the payment date and the money being usable.

The identity check that made this easier to finish

The paper-check deadline sits alongside a second change that decides how people reach SSA in the first place. Since April 14, 2025, applicants for Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI) and Medicare who cannot use a my Social Security account have been able to complete a claim entirely by phone, without an office visit.

The distinction matters, because it is not universal. Applicants for retirement, survivors and auxiliary benefits who cannot verify their identity online still need an in-person visit or a scheduled appointment. By contrast, the three programs above — the ones whose applicants are most likely to have a disability, a serious illness or no reliable internet access — can be handled start to finish over the telephone.

Taken together, the two changes point the same way: the claim is filed without a trip to an office, and the payment arrives without a trip to the mailbox. For a beneficiary who has never banked online, the practical question is no longer whether the check will come, but which of the two electronic destinations the money should go to.

What happens next

Anyone still receiving a paper check should expect to be converted during the remainder of 2026, and the switch does not disturb the dates themselves. The next payment on the calendar is SSI on Tuesday, September 1, followed by the pre-May-1997 group on Thursday, September 3 and the birth-date Wednesdays on the 9th, 16th and 23rd, as set out in SSA’s official payment calendar. Even so, the account details behind those dates now matter more than they used to: an out-of-date bank account is the one thing that can still delay an otherwise on-time federal payment.
